Academia de Náutica del Consulado de Buenos Aires (1799-1806)
The school of mathematics and navigation that the merchant guild of Buenos Aires paid for out of its own funds, opened under the geographer-engineer Pedro Cerviño with fifteen pupils and closed by a royal order that called such establishments mere luxury. Its 1802 public examinations ran to 407 propositions before the viceroy, and its prizes were a sextant, an octant and Jorge Juan's navigation treatise.
Why this wins its question: English-language coverage remembers Belgrano as a general and an economist and gives the nautical academy a clause, usually undated and unsourced. This object reads the chapter and the documentary appendix of Gutiérrez's history: the examination programme with its 407 propositions and named examiners, the prize list down to the sextant and Jorge Juan's treatise, the regulation's five daily hours and quarterly private examinations from Belgrano's own speech, the court's words suppressing the school as mere luxury, and the military purpose of its 1810 successor whose director was shot in 1812. It also prints the source's internal date contradiction instead of quietly choosing one year.

The school of mathematics applied to navigation opened with fifteen pupils under the geographer-engineer Pedro Cerviño, with the pilot Juan Alsina as second master, under the auspices of the Consulado. The date is a problem inside the source: the narrative prints "26 de Noviembre del año 1779", but the same paragraph places the opening some years after the creation of the Real Consulado de Buenos Aires, and the discourse printed in the volume's own appendix, delivered in March 1802, credits the establishment with two years of teaching. 1799 is the only reading consistent with the book; the printed 1779 is reported here rather than corrected away.
Gutiérrez names Manuel Belgrano, secretary of the Consulado, as the true creator of the school, judging that without his insistence and his desire to spread the sciences among his young compatriots the foundation would not have taken place during Spanish rule.
The public examinations of the first and only course of the Academy were held from 10 to 13 March 1802 with the viceroy present, under a programme printed as a quarto book. The examination subjects were arithmetic, elementary geometry, rectilinear trigonometry, practical geometry, spherical trigonometry, cosmography, geography, hydrography, use of the globes, algebra, equations of one, two and three unknowns and indeterminate equations, conic sections, hyperbola, parabola, and methods for resolving the problem of longitude — enclosed in 407 propositions answered by seventeen named pupils before examiners who included the director of engineers and a captain of the Real Armada.
On the last day of the examinations Viceroy Del Pino personally distributed the prizes to the most advanced pupils: a sextant, an octant, a compendium of Benito Bails's course of mathematics, and a copy of Jorge Juan's treatise on navigation.
Belgrano's discourse of 13 March 1802, printed in full in the volume's appendix, describes the working school rather than praising it in the abstract: five hours of daily attendance fixed by the regulation, private examinations every three months attended by members of the Consulado, pupils who could already raise and wash plans, and others who in theory could compete with and exceed an infinite number of pilots.
The same discourse records that the establishment was fragile and contested. Belgrano says obstacles rose to oppose the corporation's plans for the Academy, that it had overcome its enemies, and — of the director — that within a few days of the opening Cerviño was left alone with the charge and sole director, receiving pupils who arrived at many different times because he would not turn them away and discourage them.
Belgrano offered the guild's archive as the proof of its effort: the acuerdos of the Junta de Gobierno, the representations to the Superiority and to the Sovereign, the letters to savants asking for the best knowledge with which to form the school's regulation, and the orders of instruments and of books to serve the pupils' instruction and prizes.
The end of the school is stated as a decision of the metropolis, not as a local failure: the Academy and the drawing school, gathered in the same place, received together the blow that finished both, the Spanish court declaring that such establishments were "de mero lujo" and suppressing them by an order that carried a severe reprimand against the Consulado that had created and fostered them. Gutiérrez sources this to the Vida y memorias of Mariano Moreno and to Mitre's Historia de Belgrano rather than to the order itself, which is why the claim is not carried higher.
After the revolution the gap was filled at the same expense: on 12 September 1810 a school of mathematics was solemnly opened under Lieutenant Colonel Felipe Sentenach, paid for by the same consular body, whose secretary was by then a member of the governing junta. The inauguration was attended by the Junta Gubernativa, the Real Audiencia, the Cabildo and numerous officers, with military bands drawing the population.
The revolutionary school was frankly military in purpose, and the source says so against its own sympathies: at the dawn of the revolution the help of the sciences was not sought to build bridges, trace roads or advance the geography of the country, but to provide for the needs of defence and to form intelligent soldiers. Belgrano himself, as protector of the school, offered the young man entering the career of arms all the aids that mathematical science applied to "el arte mortífero, bien que necesario, de la guerra" could supply.
Sentenach's teaching lasted until the middle of 1812. Having been implicated in the counter-revolutionary conspiracy led by Martín de Álzaga, he was militarily degraded and shot on 11 July 1812 — the director of the mathematics academy executed by the government that had opened it.
