Felipe III en Madrid á 14 de Marzo de 1620\") excuses sending judges merely to count tributary Indians, since the ordinary justices can do it without salary, before public or royal notaries. The cost of the procedure is cut by handing it to the resident magistrate — who is the officer that other títulos of this same book accuse of the abuses, so the saving is bought with a conflict of interest the code elsewhere names.",

The two can be read together as a general rule with an exception for Indian petitioners, and the compilers evidently placed them so; this corpus notes that ley lvij is the later instrument by date (1585 against 1551 and 1578) while ley lviij carries an undated re-issue by Charles II and the Queen Governor, which would make the exemption the last word. Neither law cites the other and nothing on these leaves settles it; the confidence here is on the reading, not on the text, which was re-read from a band.",
