The remedy of ley xviij is an appeal from the Casa's accountants to the Casa's own judges, with the senior lettered judge who broke the tie sitting again on the review, which the law expressly requires rather than forbids. Leyes vij and xiiij command other officers to cooperate and attach no sanction to refusal, so the audit's leverage over the records it needs rests on nothing the código names. Ley xj's withholding of salary and ley xij's cap on the caseload pull against each other and both are administered by the same tribunal, and the código appoints nobody to decide when an accountant's failure to meet his term was the tribunal's fault. The priority rule of ley x — \"las mas precisas, y substanciales\" first — is undefined and left to the body being relieved of the work. Ley vj's margin prints no date at all, so the age of the armada desk cannot be fixed from this leaf. This entry is the first in this corpus to read the ten laws that say so, and what it adds is below that resolution: a term set per account by a separate written order, a salary paid once a year and only against documentary proof that the term was met, an absolute ceiling on how many accounts one man may be handed, a standing desk of two on the fleet's spending, opening of the king's despatches by the whole office or the majority, and a tie-breaking judge who is expressly forbidden to use that role as an excuse for leaving the review bench. It prints beside them what the laws concede: an appeal that runs from the Casa's accountants to the Casa's own judges, duties of cooperation with no sanction behind them, a deadline rule and a caseload cap administered by the same tribunal with nobody named to reconcile them, and a closing rule whose stated ground is that otherwise no account would ever be finished.",
